Tatarstan defined as a sovereign state

On 30 August 1990, Tatarstan proclaimed its sovereignty with the Declaration 
on the State Sovereignty of the Tatar Soviet Socialist Republic, and in 1992, Tatarstan held a referendum on the new constitution, 62 percent of those who participated voted in favour of the constitution.
